The Illinois State Board of Elections is engaged in a statewide initiative to design, develop, and implement the Illinois Voter Registration System, a centralized database system that houses all voter information about registered voters in Illinois and will also perform various election activities.

The Illinois Voter Registration System relies on the connectivity and compatibility of the local election jurisdictions? Election Management System. Therefore, the Illinois State Board of Elections is requiring all local election jurisdictions to have an Election Management System that is:

  1. Compatible with the Illinois Voter Registration System
  2. HAVA compliant
  3. Certified by the State of Illinois

The Election Management System vendors are required to add new features to their base product(s) to meet the Illinois Voter Registration System technical requirements and become certified by the State of Illinois.

Vendors currently providing Election Management Systems (EMS) to local election jurisdictions are required to make specific technical modifications to insure their system's compliancy. In addition, local election jurisdictions that currently do not have a certified EMS will be able to select from a list of certified Election Management System vendors.
