Voter registration begins with the scanning of voter applications and adding them into the system. Sometimes applications may not be clear or may be missing the required information. For example, a voter may forget to put his/her date of birth or his/her handwriting is unreadable. In this case the records in question may be put on hold.

When the needed information is obtained, the records on hold may be recalled from a special list. Every record in this list has all data entered and is associated with the corresponding scanned image of the voter application. The system does not have any restrictions on the size of this list so that election authorities may store as many records on hold as are needed.

When recalled, the voter registration process will resume at the same point at which it was interrupted. All data already entered for the voters will be displayed, and the user needs only to enter the missing information and continue the registration process as for a regular application.
