to the needs of election officials and a nation of voters. This
team includes:
Sanford Morganstein
President and Founder
Mr. Morganstein has more than 35 years of technology based experience
in both entrepreneurial and Fortune 500 companies. For the past
20 years, he has led several new high technology corporations.
His leadership includes the founding of Dytel Corporation to capitalize
on his invention of the Automated Attendant. As the founder and
President of Dytel, he raised the required venture capital from
major investor groups, recruited a top-ranked management team,
and developed Dytel into a successful corporation. In recognition
of these accomplishments, the Chicago Industrial Communications
Association recognized him as their 1990 Man of the Year. Shortly
after the Dytel experience, Morganstein was asked to serve as
Chief, Technology and Competitiveness, for the Illinois Department
of Commerce and Community Affairs during Illinois Governor Jim
Edgar’s administration. In this capacity, he was responsible
for strategic planning and new initiatives in biotechnology, telecommunications,
business modernization and commercialization of advanced university
research. He also served as a member of several Governor’s
task forces. Mr. Morganstein currently holds 29 US and several
foreign patents for telecommunications and high technology products.
He has been accepted as an expert witness in the Federal District
Court for the Eastern District of Pennsylvania. He received his
BS and MS in Physics from the Massachusetts Institute of Technology
and the University of Chicago, respectively.
David Patterson
Vice President and Chief Technical Officer
Mr. Patterson has been in software development and system architecture
since 1967. He was most recently Vice President of Engineering
and Chief Scientist for Teledesic, responsible for requirements
definition, system architecture, network design and regulatory
support for their global broadband satellite network. At Teledesic,
a company with significant backing from Bill Gates and Craig McCaw,
he developed the “Internet-in-the-Sky” system architecture:
a constellation of packet-switched satellites interconnected by
inter-satellite links. This design was the basis for successful
fundraising (raised over $800 million) and regulatory effort (awarded
domestic and international license for 1,000 GHz of satellite
spectrum). Previously he led large teams developing operations
support systems and other software applications for the telecommunications
industry. A key attribute of many of these applications is the
careful engineering of the human interface, a knowledge base Mr.
Patterson has used extensively in his work with Populex. Mr. Patterson
graduated from Hendrix College with a BA in Mathematics and received
his BS and MS degrees in Electrical Engineering from Columbia
University and the University of California, respectively.
David Henderson
Vice President, Public Affairs
Mr. Henderson has extensive experience in all major facets of
public affairs – public and media relations, government
affairs, community relations and corporate communications. He
has a proven record of success in solving problems, resolving
conflict and building consensus. In the government affairs arena,
he is a seasoned lobbyist and has effectively resolved difficult
issues and obtained the support of local, state and federal officials.
His corporate experience includes some 30 years in the oil industry
with Unocal Corporation and The UNO-VEN Company. Reporting directly
to UNO-VEN’s President and CEO, he directed all of the company’s
public affairs activities. After UNO-VEN, Henderson formed Henderson
Public Affairs, Inc., and serving as President, provided public
affairs project support to major international oil industry and
pipeline company clients, including BP, Shell Pipeline Company,
Equilon Pipeline Company, Enbridge Energy Partners, MCN Energy
Group, Michigan Consolidated Gas Company and Westcoast Energy.
Mr. Henderson received his BA from Ohio State University and his
Master of Management through the Executive Masters Program of
Northwestern University’s Kellogg School of Management.
Robert Oliver
Vice President and Chief Operating Officer
Mr. Oliver's most recent position was Senior Vice President of
Intrado Inc., responsible for R&D and technical support operations.
Prior to Intrado, Mr. Oliver was President and CEO of Lucent Public
Safety Systems (LPSS), a wholly owned venture of Lucent Technologies
that was responsible for the creation and deployment of 9-1-1
services across the US. The venture was sold to Intrado in May
2001. LPSS and Intrado provide emergency 9-1-1 systems and services
to the telecommunications industry and to local and state government
public safety organizations responsible for 9-1-1 response. Mr.
Oliver’s experience includes management relationships with
governmental customers similar to Populex customers. Customers
include virtually all telephone operating companies and municipalities
in most states. Mr. Oliver's career with Lucent Technologies and
its predecessor companies, NCR and AT&T, spans 33 years of
focus on high technology products and businesses. He graduated
from Northwestern University with BS and MS in Electrical Engineering
and from the Kellogg Executive program.
Paul Fricke
Board Director
Mr. Fricke is Senior Portfolio Manager, Segall Bryant & Hamill
Investment Counsel where he builds on an investment research and
management career that started in 1965. He is a founding director
and remains active in the MIT Enterprise Forum of Chicago. The
MIT Enterprise Forum is an organization created to give practical
business advice to emerging technology companies. Mr. Fricke has
been an advisor to many successful companies and has served on
several boards of directors. A Chartered Financial Analyst, Mr.
Fricke received his BS from the Massachusetts Institute of Technology
in Chemical Engineering and MBA from the University of Chicago
with concentration in Finance.
